Maybe I am just forgetting something very basic, but I have to ask. If the Elves put on their rings after the defeat of Sauron at the Last Alliance, why weren't Gollum, Bilbo, or Frodo aware of the other ringbearers when they donned the One Ring?
Shouldnt they have been able to determine that Galadriel Elrond and Gandalf were wearing the Elven Rings?

Frodo asks this very question to Galadriel during the Mirror of Galadriel. I think this might be what you're looking for:

'You have not tried,' she said. 'Only thrice have you set the Ring upon your finger since you knew what you possessed. Do not try! It would destroy you. Did not Gandalf tell you that the rings give power according to the measure of each possessor? Before you could use that power you would need to become far stronger, and to train your will to the domination of others. Yet even so, Ring-bearer and as one that has borne it on finger and seen that which is hidden, your sight is grown keener. You have perceived my thought more clearly than many that are accounted wise. You saw the Eye of him that holds the Seven and the Nine. And did you not see and recognize the ring upon my finger? Did you see my ring?' she asked turning again to Sam.
Frodo was able to see Galadriel's Ring and actually percieve her desire of wanting the One Ring. However, as Galadriel said Frodo was still not trained nor 'strong enough' to use the Ring in the way that he asked...why cannot I see all the others and know the thoughts of those that wear them?'

they did see them I think it is mentioned the hobbits first saw the ring of fire on Gandalf's finger, and I am 100% sure there is a mention of Frodo seein the Ring of Adamant on Galadriel's finger in the distance as they departed near the Redhorn Pass.
Thanks Lord Lorien, I thought I was forgetting something. That does explain why the others were unaware. They had never tried to locate the other rings. Though I do have to wonder why Galadriel would feel that sensing the thoughts of the other ringbearers would destroy Frodo.

Its similar to the palantir. If a weak person looks in one they simply see the other stone which is closest to them. If they are strong however they can look into any of the other stones and even elsewhere if they were truly great.
I think mos means that the palantir's relationship with each other was similar to that of the Elven Rings. I don't think he meant the same in every aspect.
