My LOTR and other gaming characters for Oblivion

Oblivion Elder Scrolls IV has been out for quite awhile but there are still people modding the game, and these mods still come in great numbers. I have been modding faces for the game for quite awhile. So far I have about 37 characters available for download; here are just a few:

Recently I was asked to do some LOTR characters. Here are the two I have so far.

So this Middle-earth project...is it some kind of virtual creation of Middle-earth, where you have your own characters? like Lord of the Rings Online?
